As a grassroots civil rights watchdog, we believe that true social justice requires both robust representation for historically oppressed communities and absolute transparency in state welfare distribution.
Our engagement with the Economically Weaker Sections (EWS) framework is driven by this very philosophy. Through our dedicated EWS Cell, we bridge the gap between policy design and ground-level reality, ensuring that economic affirmative action serves the truly needy rather than the corrupt.
Our Perspective: The Core EWS Debate
The SCF actively engages with the socio-legal dimensions of the 103rd Constitutional Amendment Act, which introduced the 10% EWS reservation quota. Our structural stance focuses on two primary areas:
- Challenging Categorical Exclusion: The current federal EWS framework strictly excludes individuals from Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC). The SCF actively critiques this barrier. We argue that absolute poverty does not respect caste boundaries, and excluding marginalized communities from economic quotas constructs an artificial divide between institutional caste oppression and raw economic deprivation.
- Preventing Quota Dilution: We lobby continuously against structural definitions that inadvertently benefit affluent families. The SCF advocates for lowering the upper income ceiling to target only households living well below the absolute poverty line, keeping the quota dedicated to the truly destitute.
The EWS Cell: Our Frontline
The SCF’s EWS Cell functions as an aggressive administrative watchdog and legal aid wing. Led nationally by our leadership, including National President Mrityunjoy Mallick, this specialized unit works tirelessly on the ground to combat systemic corruption and certificate fraud.
Exposing EWS Certificate Fraud
Affirmative action is a finite, vital resource. The EWS Cell actively investigates, flags, and protests instances where affluent individuals from unreserved categories forge income and asset paperwork to illegally occupy EWS quota seats in public employment and higher education.
Enforcing Strict Local Accountability
We regularly petition block development officers (BDOs), municipal corporations, and state personnel departments to execute mandatory, transparent physical verifications of land holdings and family assets before issuing EWS documentation.
Community Assistance and Legal Aid
Just as we protect the integrity of voter registration lists from administrative negligence, our local cells set up field camps to help poor families navigate complex state bureaucracies, ensuring that deserving, low-income citizens have the tools to claim their lawful economic protections.
